Struggling to understand the DM's meaning?

Finally got the DM decision letter today. I knew i'd been downgraded on DL but don't understand what the DM means? "I reduced your PIP from..... As I would not expect you to know the information provided would affect your award". Well I don't have the foggiest what he means. I filled out that short PIP review and stated "No change" on every box, not once did I say I'd improved anywhere?
I've also been downgraded because there is no care plan in place. I don't know what care plan they mean and what for? Have they not heard of Covid. I told them that I'd lost my (funded by me) cleaner because I had to self isolate as I'm extremely vulnerable. So I'm not quite sure how to counter this? Can anyone help me please?

Hi Judy

This is one of these cases where I would call the DWP (if you're able to) and ask for a case manager to give you a callback and explain the decision. You can say that you don't understand it. It's had to put in for a mandatory reconsideration and counter what they're saying if it's not obvious what they're talking about (and I don't think it is).

If you just try and write an MR, without more information, I think your chances of success might be limited.

Hi Judy, apologies if this was covered in another thread, but have you asked for the PA4 assessor's report? If not please call for it, and if told you cannot have it, just politely end the call and try again until one agrees to send it. You are entitled to have it and it should help you put together your MR along with the guides on here.
IMHO remember the DM does not have to be making any sense, they are trying it on to downgrade as many people as possible to suit an "economic " agenda. Please don't fall for being a victim of their little numbers game.
For other readers, this is why many recommend not just writing 'no change' on the short review form even though that is true, but going over it all more or less in full.

Yes I do have all the forms now thank you. Although I stated no change I did flesh it out.
