I've found a sample PIP4500 which refers to a change of award length following a claimant reaching State Retirement Age, the letter changes the current award to an On-Going period and is dated 05/09/2019.
I've seen members post about their award being changed in this way for some time, although there was no mention of the letter reference number, if this was the letter used then it certainly has been in use for some time.

I’m regularly put through reviews and I’ve never had an ongoing award. Maybe members with an ongoing award have received this letter if the DWP decided to use it?
