warm home discount elegibility

just found out by doing the online checker for warm home discount (as ive not had letter yet and recieved it for past few years) that im not eligible because my council flat has not got a energy performance certificate and neither have the most of the flats in same block apart from two who have bought them
myself and partner get pip and yes i know pip doesnt qualify on its own now......but we get income support and housing benefit
when i put my details in the answer says prob wont get it because we havent got this certificate to say our council flat is cold......its a joke!!! Is this really true because if it is theres gonna be a lot more people in social housing cant get!!!

It's absolutely appalling. I'm in the same boat. I had to find out when my block was built, what my flat's surface area is etc.

I've been wondering if I should give them a call because I was counting on the WHD but dealing with the DWP gives me sleepless nights.
