Hi Matt1291,
You're pretty certain to miss it based on the waiting times of 3 to 5 weeks. If you follow what I've written to weymouth321 - it'll advise what you need to do. If you can't afford the full year, then just do 6 months. It will likely cost a bit more, but unfortunately I don't think anything can be done due to the processing times it's taking the DVLA to complete all the applications.
Regards, Chris.

Hi Matt,
Please see info I've messaged to Weymouth in relation to this. You're extremely unlikely to catch the deadline, based on the 3 to 5 week waiting time for processing applications. I have this in writing on a letter from the DVLA.
Regards, Chris.

Hi Chris,
Apologies for the late reply but thank you for your quick response
Yes, I gathered all the relevant paperwork and posted it off to DVLA in Swansea - Many Thanks for the address . I drove to our local Post Office last week and got a “ Proof of Postage “ paper receipt.
I shall let you know when I hear back from DVLA
Many Thanks Again, J
