Once your savings go below the threshold of 16k do they write to you invite you to claim ir ESA or is the onus on you to claim?
Do you have the choice to remain on ESA conts?

Answer is yes, you do have a choice. CB ESA is not dependant on your savings, it is dependant on your National Insurance, but IR ESA top up is dependant on savings as it is means tested. Remember ESA is paid fortnightly whereas UC is paid monthly.
Depending on your circumstances some claimants can claim UC and CB ESA, CB ESA is deducted £ for £ from your UC award.

short answer is no, unless you qualify via your national insurance contributions.
Personally, I would never give up my CB ESA. as the award will be paid fortnightly so it helps you to budget whereas UC is paid monthly.

If I am correct I missed the migration notice so claiming UC would be irrelevant for me?

If you missed your migration notice deadline your legacy benefits will stop. We would advise you to seek help from your local Welfare Rights Organisation.
