Hi David,
I am hoping that you can help me with an issue with identification for my Brother's new ESA to UC migration claim which I have done on his behalf today via online. I have posted the following in my Brother's UC journal today which explains things in a bit more detail. My Brother does not have any photo ID, nor 2 items in the list to verify him online and he is unable to speak on the phone, nor visit a job centre, nor allow them to do a home visit, to verify him in person and also to sign the claimant commitment. So, is there any other way that UC can verify my Brother for his claim? Thanks.

Due to my disabilities, which include Selective Mutism; Social Phobia (Social Anxiety Disorder); Severe Depression; Agoraphobia; I need support from my Brother, Andrew, to manage daily activities and also to speak on my behalf via phone. I give Andrew my full authority to deal with my Universal Credit claim on my behalf. Andrew is contactable on .
I do not have any photo identification, nor two items to be able to identify me online.
I am not able to leave my home to attend an appointment, nor speak with anyone on a face to face or telephone basis without experiencing severe psychological distress.
I therefore request that, as a reasonable adjustment, my claimant commitment, and also any identification requirement, are discussed and agreed via my journal and that I am allowed to sign the agreement electronically rather than in person.
Please can you pin a note to the top of my journal with the aforementioned important information about my support needs so that it is visible to all staff involved in my claim."

The question the DWP would ask is how is the claimant attended to for medical emergencies and general health treatment if he refuses to allow anyone to contact him or come near him?

Well let's put it this way - my Brother has refused to go to the GP for several years as he can't go out of his home.
I have just had a reply from UC stating that he has to go for an appointment to the office or have a home visit.

Considering what you say about your brother you could ask the DWP to be his Appointee. Would he agree to this?
