Hello there,
I'm enquiring about the recent changes to benefits on behalf of a friend who is really worried. My friend's partner receives contribution-based ESA due to a hypoxic brain injury he sustained 6 years ago, which prevents him from working. He has shown no signs of improvement since it happened. He used to work full-time before his accident. My friend serves as his unpaid carer and Power of Attorney for his benefits, and they have received a call for a reassessment at the end of this month.
She works 4 days a week; will this affect her partner getting ESA? They knew this when he got his original benefit.
My friend's parents have recently died and left her an inheritance. Should she declare this inheritance, given that her partner's benefit is not means-tested?
I am presuming that given there has been no change in his health, he would move onto the New Style ESA?
I understand this is a complex situation, and we appreciate any guidance you can provide. Any advice or knowledge would be really appreciated for me to pass on before they have their reassessment call.

If the partner only receives Contribution Based Benefits and no means tested Benefits such as Housing Benefit then he will not take part in Universal Credit Managed Migration and his Contributions Based ESA will remain unchanged and not convert to New Style ESA. Also as has always been the case all amounts of savings and capital however large are disregarded. Also it is immaterial whether a partner is in work or not unless she were to claim the separate Benefit Carer's Allowance.

Thanks David. That's really helpful to know. Does anyone know what kind of questions come up in a reassessment? Will my friend's partner need to provide evidence again that he is unable to work? What kind of questions would my friend get undergoing an unpaid carers review? Just want to help them to be prepared and if anyone has been through the same thing it would be useful to be able to get them prepared in advance.
