Temporary Housing and UC

I am being forced to transition to Universal Credit. I have been rehoused due to my illness in a different borough to the one that rehoused me and pays my housing benefit.
I was advised in the past not to claim UC until I am rehoused permanently in the borough that placed me in temporary housing outside that borough.
Can I claim UC if I am living in temporary housing and receiving housing benefit from the borough (Council) that rehoused me and council tax benefit from the borough I am now living in temporarily?
