Online ID verification

i would be grateful if you could help me. I am in the process of filling in the ESA income related form to UC online and have the relevant id for me. However my husband who is also on my claim does not. He is housebound. I have tried to contact the UC helpline by telephone but it seems to only apply to claimants who are already on UC and does not seem to help esa claimants trying to start a new claim to UC. It does not give you the opportunity to get the relevant person to help. My husband’s passport is out of date and the DVLA said his new licence will probably take a further 3 weeks. Our deadline is 19 October 2025. Can i complete the form regardless with his PIN number and is there a space on the form to say he does not have the relevant id. Many thanks

My experience last Friday was that despite my full british passport and full driving licence being accepted online during the migration UC application process, an 'agent' then said it hadn't been accepted and to attend JC+ to verify my ID. I pointed out that on top of being housebound (and often bedbound) due to multiple disabilities and health issues, I am also autistic and not a people person and specifically not a people in person, person. They accepted that and we did it by phone
