I am trying to understand the different criteria for mobility in children.
I understand that from age 3-5, only a lower rate can be awarded. Who exactly is eligible?
And from age 5, they can potentially be awarded the higher rate. Again, who exactly is eligible?
I am currently awaiting tribunal for my son's application for DLA, however I was advised that as he is turning 5 now, I should put in a new application as well.
I am a bit confused about this- what do I stand to lose/gain by doing this?
Any clarity would be greatly appreciated!

Care component: can be awarded from birth at the lower, middle, or highest rate. The child must need substantially more care, supervision or watching over than a non-disabled child of the same age.
Lower: help for some of the day.
Middle: frequent help/continual supervision in the day, or supervision at night.
Highest: help or supervision throughout both day and night, or terminal illness under special rules.
Mobility component:
Higher rate: available from age 3. This is for a child who cannot walk, can walk only a short distance without severe discomfort, would become very ill if they walked, or is blind/severely sight-impaired.
Lower rate: available only from age 5. This is for a child who can walk but needs substantial guidance or supervision outdoors on unfamiliar routes.
So, between ages 3 and 4, a child can potentially receive higher-rate mobility, but cannot receive lower-rate mobility. From age 5, either mobility rate may be possible, depending on their needs.
