In answer to your question, it is a DLA term, HRM stands for High Rate Mobility, for new claimants unless you are a child under the age of 16, you would now have to apply for PIP. The mobility component is still there but the names of the rates have changed, you are now awarded either the standard or enhanced rate. (HRM DLA = enhanced mobility PIP).
