What does Severe Disfunctional Disability Mean ?
Also what is a MED 10 as the DWP say they received one for me in January 2013

It looks like ATOS have recommended that you should continue to receive ESA, on paper evidence alone.
They have then sent their recommendation to The DWP DM, who feels that the paper evidence alone does not prove that you suffer the severe dysfunctional disability criteria and therefore they have returned your file to ATOS requesting that you have a face to face assessment (medical) to gain more evidence.
It looks like the MED 10 is issued by a Doctor when you have been a hospital in-patient, see this extract :
"The old white sick note (called Med 3) or pink sick note (called Med 5) are both replaced by the one new form (Statement of Fitness for Work). The yellow (Med 10) form that is issued when an individual has been a hospital in-patient will not change and will continue to be issued."

There is a legendary list agreed between the DWP and ATOS that defines the medical conditions which might not be required to have a face to face assessment, the list is only a guideline and we know of claimants who have been assessed when they do meet the criteria, and those who have avoided a f2f when they do not meet the criteria.
I cannot explain why the DWP have used this as a reason for insisting on a f2f in your case, the decision is a medical one and should be primarily based on whether there is sufficient evidence for ATOS to make a recommendation, but there may be DWP/ATOS procedures that we are not aware of.
A Med-10 is a Fit Note issued by a hospital, did you have any treatment or spend time in a hospital in January?
