My completely uneducated guess is that this is an a**e covering exercise for the delays that will undoubtedly occur when transfers begin in earnest later in the month, it looks like it gives the DWP freedom to call claimants late if "resources" are not available.

I agree with G, in that it is an axxx covering exercise, probably down to the fact that ATOS/Capita do not have the promised resources to carry out the projected level of assessments.

Totally unlawful in my opinion, as no doubt an application for Judicial Review by a claimant or their representative will prove.
