Figures released by the DWP have revealed that it is the department, rather than assessment providers who are largely to blame for the huge delays in PIP review decisions. They also show that claimants who ask for a review due to a change of circumstances get a much quicker decision.

Last week, disability minister Stephen Timms answered a written parliamentary question on the average wait for a PIP review decision.

He told MPs that, as of September 2024, the median wait for a review initiated by the DWP is :

  • 290 days where it is referred to an assessment provider; and
  • 252 days where it is not referred to an assessment provider.

This suggest that over 8 months of the waiting time is down to the DWP, with assessment providers adding just over a month to the process.

The waiting time for a change of circumstances review requested by a claimant is very much shorter, however, at 69 days.

Timms did offer the reassurance that “Whilst reviews are outstanding, all payments to existing claimants continue. Should a review identify eligibility for an increased award, backdated payments will be made where appropriate to ensure claimants are not adversely impacted by delays.”

Back in September, Timms told MPs that the DWP were recruiting additional case manager to work on PIP.

He also said that the new suppliers of health assessments would be recruiting new health professionals “to ensure they have sufficient capacity to deliver the required volume of assessments”.

However, it now appears that additional health professionals will have little effect on waiting times unless the DWP gets its own house in order.

It is clear that the DWP will be working on some major projects over the coming year. 

There is the flood of managed migrations from ESA to UC which won’t end before December 2025.  And there is the likely change to the work capability assessment due to be announced soon.  Plus there are wholesale changes to the role of jobcentres, which will be unveiled in a forthcoming white paper.

And that’s without taking into account the changes to disability benefits that may be announced in the Spring

In May 2024, there were 392,000 outstanding PIP award reviews.  That is a massive backlog. 

With all their other projects, it seems unlikely that urgently tackling the delays in planned PIP reviews will be much of a priority, in spite of the difficulties and uncertainty that it causes to hundreds of thousands of claimants.

    If a pip review is delayed and pip continues to be paid, presumably, this means that if the eventual assessment finds that a person is not eligible, all this pip will have to be repaid, this will cause considerable hardship. In my experience, every pip reassessment has bean scored very low with zero pip awarded and every appeal has resulted in enhanced daily living and enhanced mobility pip. This leads to a rollercoaster pip application and payment process, and wrecks one's mental health.

      @CarolK Provided they scrap reassessment. Otherwise, if you keep getting reassessed, at one point in time, you might well be treated as no different from a claimant on their first assessment.

    I can relate to most of these. My review papers were put in February 2024, the odd text from them. No review assessment yet but checked automated line yesterday and £193.72 payment. Which doesn’t add up. I was getting £290.

    I completed my review and sent it back to the DWP in June My PIP is due to expire May 25 So I hope that it will be dealt with by then Due to the worsening and new symptoms added to my syndrome of conditions I am now  housebound The wait for  a completed review continues Along with the hope to finally get a diagnosis and prognosis of all my health conditions at some point next year 18 MONTHS and counting life is not easy with my health and with a son on the ASD spectrum too Without the stress of a PIP review But then life is not always easy

      @Anne Can i ask if your PIP was awarded following a PIP assessment or Tribunal?
      As at my last review, my PIP was stopped because the DWP hadn't completed the assessment by the time the award ended.  Ans when i complained, i was told by the DWP that if a PIP award is as a a result of a tribunal, then the DWP cannot legally extend the award ….

      Reading this back, it sounds like more DWP lies but at the time I was so stressed i accepted it 🥹

      @Clare Hi Clare - you will be covered, I, like you sent in my review last June.  I called to enquire when I might expect the result and was told "if you havent heard by the 13th December it means that you will automatically be awarded the same PIP entitlement you are currently receiving for another year.  When the review is finally made any increase will be backdated to June 24.

      I hope this helps - it at least gives mental relief that I wont lose my current claim.... and that I will be able to extend my Blue Badge for another year.  On the 13th December I can call and request an updated "cert of evidence" which will be until Dec 2025

    I have written to my MP about the PIP review and how I am about to loose my blue badge and bus pass, I’m not holding out much hope. I could be house bound in 4 weeks time.

      @Gary E Hi Gary - DP CALL THEM, you should be covered, I, like you sent in my review (last June).  
      I phoned to enquire when I might expect the result (because my blue badge would also expire) and was told "if you haven't heard by the 13th December it means that you will automatically be awarded the same PIP entitlement you are currently receiving for another year. When the review is finally made any increase will be backdated to June 24".

      At least it gives mental relief that I wont lose my current claim and that I will be able to 
      extend my Blue Badge for another year. 
      On the 13th December (the date my PIP will be carried over if the review has not been completed) I can call and request an updated "cert of evidence" which will be dated until Dec 2025 and enable me to get a new blue badge

    Well thank you for the update I submitted my review forms on the 10/5/24 and they confirmed receipt on 31/5/24. I have received 3 confirmations of receipt since then at 3 month intervals. But if there are 392,000 claim reviews outstanding how many are they processing each week/month and are they doing in reverse order oldest first. My current award runs out 2/3/25 what happens then?gary

    I’ve been waiting since January 2024 for my review decision.. it’s disgusting… They initially awarded me less points than I should’ve had so at the review. I’m hoping that my PIP award will be increased and given mobility component since I am disabled and qualify and have qualified for a blue badge.. I have called many times. I’ve updated them throughout the year and still I have no results yet. I’ve even asked if I could have a mandatory reconsideration for the review to be completed because it’s wholly negligent.

    My review started in June 2024 and should be done early January 2025 but I imagine that date will be missed. Another text to saying we still have your PIP review form and we will be progressing your review as soon as we can. You may still need an accessment. We will keep paying you money until the review is completed. Maybe I will get a reply by next June.

      @Onyx123 I sent my forms for my Review back in August 2023 - didn’t get an Assessment until mid November 2024! And finally the decision on 17 th December’24!
      A week before my PIP Award was due to run out (Feb 24 )I got a letter extending it for a year . If necessary they can extend your Motability Vehicle for another year too. 
      They have a huge backlog of Reviews as New Claimants are being prioritised. Try not to worry.

    I sent my review form back in July 24,got a text to say they received it. Heard nothing so rang up was told there is a 53 week wait and if it's longer you will get a extension for 1 year untill a decision is made.The reason for delay was because they are dealing with new claims as priority.

    Makes me wonder what was the point in making me do a PIP review form back in June this year? If they knew these delays had gotten so bad in recent years! Common sense would be to just extend everyone's claims by a couple years and just reset the whole thing, they'll never catch up at this rate! Only had one text from them acknowledging they have the form and that's it and that took till September! Good start given my claim was supposed to run out in January 2025. Hoping to get an automatic extension soon. But how do you know when the DWP does this?

      @Mel My Freedom Pass ends in March 2025 and my PIP award ended this month (form returned in March). 

      My local council said that I couldn't have a Freedom Pass without a current PIP award and ignored my information about the backlog. 

      It was only when I sent through the DWP letter to say that PIP had been extended until next November that they said I could have a new Freedom Pass next year

      @Gail I contacted tfl about my pass which is due to run out in March next year. I mainly contacted them because I have moved since I received the last one but they've updated my details & said it will be sent out to me. Last time I didn't have to contact them they just sent it without me filling in a new form or anything so they've got no idea when my pip runs out

      @asmith25 My sympathies, I sent my review form in back in February this year (295 days ago), and just had an extension for another year, (they don't send this out until a month before your existing award runs out, they confirmed this on the phone to me) but it doesn't help with everything else that relies on your proof of award of PIP. My blue badge and free bus/train pass was due to run out at the same time, which I assume is the same for many people, so I am now without both for many weeks because they don't send those letters out soon enough. The Blue Badge can take up to 3 months to go through and the buss pass 6 weeks. I am very stressed over the whole thing, and am worried the same thing could happen again in year, although they say the year is not set in stone, and your existing review could be decided before that, again more uncertainty. I also cannot go anywhere without my Blue Badge, again I am sure it's the same for many, and would have to pay for an indefinite period to get on buses too. More out of our pockets, and we live close to the breadline as it is, and for our sanity, well??? I know they are still requesting reviews for more people, even though they have several more months before their existing award runs out. My friend has recently been sent a review form, despite her award not running out until July 2025. This is crazy when they still have nearly 400,000 people awaiting decisions on existing reviews. DWP, sort yourselves out!

    I sent my PIP review to DWP in January 2024, I recently received correspondence from the DWP to say they still have my PIP form and I they have forwarded the timescale until November 2025.

    It’s 13 months now since I sent my PIP assessment forms in. Took 6 weeks to acknowledge I had sent them. I sent more information from consultants in September. Never acknowledged. 2 weeks ago I was sent a text saying who was going to be looking at the paperwork. Diabolical!

      You should get a letter this month sometime, (usually sent out exactly a month before, but can take time to arrive) to extend for another year, but they can still send a decision before the 12 months is up, just to be aware. As for your car, because you will continue to get the same award, they cannot take your car off you, until the extra year is up, or until you receive a final decision, which is hopefully at least the same award.     I submitted my review in July, it runs out in Dec and I haven’t heard anything. Not even an acknowledgment from them. 
    How does this affect my car? Does the award still continue until they decide or will the car stop when the official end date is reached? I presume they still continue to pay the existing award but slightly concerned that the car will stop.

    This is not a surprise to me:

    My PIP was last reviewed in 2021/2022. 

    I received my review form in September 2021.

    I returned it in November 2021.

    The DWP passed it to

    My light touch review form, including plenty of evidence that my condition had worsened since the last review, was received by the DWP on 13th October 2023. I had a telephone assessment on 14th November 2024. Now waiting for the outcome. Been told eight weeks which takes us to mid-January 2025.

    My PIP review took 332 days, but I waited longer than that. Sent form in on May 15th 2023, got text on May 24th 2023 to say they'd received my form, when my award letter finally arrived at the end of April it was dated April 19th 2024. All in all, I waited roughly 350 days before finally getting the new award notice telling me that my award was the same level (advanced Daily Living, standard Mobility).

      @Lisa Oh dear that sounds a bit similar to me, I added a new autism assessment that wasn't on the previous review a few years before thinking as everything is still the same plus that, the decision should be the same. Now I'm doubtful. But thanks for posting. I find it crazy that a decision can be different when nothing has changed and in fact got worse. All the best.

      @Paddy They've stopped my pip even though nothing has changed on my physical conditions, and I've been diagnosed with autism, I added Autism to them, and they've stopped everything. I've now got no money, said they will review 2 ago ago, it's now been delayed till end of January, it's ruined my Christmas, I can't even afford private osteopaths now in the meantime time. I also used money for heating. Now I have to suffer. It's currently at Mandatory Reconsideration stage. Im stressed.

      @Paddy The tribunal (HM Courts and Tribunals Service ( HMCTS ) is only if your application failed and you have gone through the mandatory reconsideration process (the DWP look at their decision again).
      You should have received a text or possibly a letter stating that the DWP are in receipt of your application.

    I waited a full 16 months for my review! It did go to an 'assessment provider' though there was a very satisfying result in the end. My lower rate living component was increased to the maximum thus giving me full PIP. 
    To be clear, I was paid every four weeks as normal while all this was going on though as you can imagine, the not knowing and waiting was stressful (to say the least).
    What was also bizarre is that I only found out my review was finally complete (16 months later) by a healthy back-dated deposit in my nominated bank account. A few days later I received the review award result by post. Given my age I am now the subject of a 10 year 'light touch' review (always supposing that the DWP doesn't move the goalposts).

      I was 64 when I got the 10 year light touch review (nearly two years ago). I should have perhaps said, age and health issues, in that I don't think age is a barrier if your health issues will not improve. My issues are respiratory and Osteoarthritis.
      My first two awards were for two and three years respectively thus I have been the recipient of PIP for circa 5-6 years now.

      @Andy If you don't mind me asking, what age what age bracket do you fall into, to now get the 10 year light touch review? I am 56 and worry every time about how long an award I will get. My lat one was 6.5 years, but all previous were around 2 years, and I know my problems are only going to get alot worse, all my conditions are degenerative.
