The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    Those of us who are on PIP for hidden disabilities and severe mental health issues are going to be seriously neglected asif we weren't already. Change to vouchers and watch those dreaded you know what rates go up. I hate this system. Leave us alone, please. We're barely getting by as it is.

      @Garret I totally agree, I have complex PTSD and fibromyalgia. I can barely afford food now. If my pip is taken away, I don’t think it will be worth living

    I've seen the lists of things the vouchers are looking to cover and alot of what I need and use my pip for isn't on there. I'm so frustrated. It was hard enough filling out all the paperwork, finally get what I'm entitled to and now they want to give vouchers that are focused on the stereotype of our needs, WE ARE ALL DIFFERENT.

    How can I use vouchers for MY personal needs? Everyone this effects has completely different needs for our indevidual independence. I've seen the potential categories and they definitely will not help for what most of us need them for as there are a lot of different conditions that effect people differently. We are not going to cope if they do this. Is this not negligence or something? How are we expected to manage. The only voucher that will cater to our diverse range of needs is actual money.

    Asking them to beg with vouchers it's an absolute disgrace. 
    Reminds me when I was a child and my mum had to buy our school uniforms with regent checks.

    Maybe instead of doing these vouchers which is completely cruel to disabled people perhaps not increase inflation for a few years.
    It sounds unpopular but I can't think of anything better that doesn't strip disabled people of their dignity, independence and doesn't punish those who are responsible with the money and those who might donate some of their benefits to good causes

    We all need to challenge this ridiculous, unfair decision that's being made to replace our money with vouchers & catalogues. It's already hard enough as it is without having things made even more difficult. It's all about the Government saving money in their pockets, by taking money away from people who suffer with mental health issues and other disabilities.

    The whole vouchers scheme is absolutely ridiculous and completely the wrong way to go.
    There will be so many people poorly affected by this. 
    I'm sure there's better solutions that would be far, far better for everyone who receives pip payments otherwise they'll be people wishing not to get pip ever

    its always the people that have no health problems through no fault of there own labour should not change peoples payments dont gave these people more stress  a sister of a brother who can not read are right and many mental health problems

    The whole thing scares me to death . Vouchers are no good to me . I need to pay people to do things for me that I can't do myself. Also I have to pay for taxis ect . This idea is making me feel more disabled than I am . Life would be so much more difficult. Like it's not hard enough?

    Please don't change pip,  it's hard enough with my wife  being disabled let alone having to worry about these changes being made and the embarrassment of using vouchers. How are we going to afford to live or run a disabled motorbility Wav car that costs a fortune in petrol everytime we go out in it. My wife doesn't want to become a prisoner at home again, as she can't go out without me. Neil

    Vouchers for me are not good. I don't need vouchers I need cash, to pay my dog walker. I need my dog to help with my anxiety, security and peace of mind. I need money to give to my daughters, when they get my shopping for me. For taxis to take me to and from doctors, hospital and other appointments. Please consider people like me, there are thousands of us, who struggle with day to day living. We do not need to worry about this voucher etc. scheme, added to all our pressures and stress, we already have to live with. PLEASE CONSIDER PEOPLE LIKE ME. Thank you.  Pearl Devereux.

    I don't want vouchers I wouldn't be able to get taxis to my hospital appointments, doctor's appointments etc. I also have to pay for my medication so how would I pay for my medication if vouchers were issued? I also have to pay for dental treatment too. If it was to go to vouchers I would be stuck in my property 24/7

    My husband dosent need vouchers we need to beable to get help in the house and garden as can't his 76 and chair bound I an 71 and full time career my husband had 2 A4 sheets of meds a day he worked all his life 60 hours a week for this country and when he need his country it should be there for him .
