The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    I'm honest it seems goverment want to give us all those vouchers left over from what was given to our overseas friends and they will now be given cash and we are handing it to them our goverment

    I'm severely disabled and virtually house bound my pip goes on special diet I need not want and transport door to door I'm sure neither will take vouchers so I'm against it though in new claims for mental health issues depression etc I can see the thinking behind it but definitely not for people who have been on it for years and health is never going to improve just leave alone

    Disgraceful treatment of disabled people, this harebrained idea will make them feel belittled and stigmatised. It's hard enough for them now having to endure the process of assessment by people who have no real grasp of a person's problems using a tick box process with the stress that brings to add in the embarrassment of using vouchers is absolutely awful. They are human beings and deserve to be treated with respect not criminals

    Waste of time writing to Liz Kendall. In her view the Tories were just playing at it. In 2015, Kendalls leadership manifesto was so right wing many Torys were shocked by it. Her and Cooper are the two most right wing mps in the new govt, so no surprise they are singing from the same hymn sheet as the outgoing regime. Kendall's speeches as shadow DWP secretary, should inspire as much dread as Stride and co. As such, it's time, as a group in society, we, the disabled are going to have to stop being disorganised, stop relying on other voices to defend us, and start fighting back. It won't be easy, simply because of our issues  but if we don't nothing will change.

      @CaroA This wasn't all I was going to say something went wrong when I clicked Post....although I'm incredibly grateful to this organisation and forum.
      What I wanted to say as well was its shocking reading all of these comments - is there any way they can be provided in a different format to the new government? They should be collated and put in a report to show the visceral distress and the danger of this to our community.

    I live in fear of the changes to my pip as the government obviously as no idea what's it's like living with so many disabilities and health problems and mental health as I have asthma epilepsy arthritis type two diabetes and blind in left eye and suffer with memory problems. And the thought of losing my pip benefit that seriously helps make my life bearable 🥺💔 really terrifies me and doesn't help my depression makes me have suicidal thoughts because of it all what with the rising cost of living with disabilities rising and the vouchers will push us even further into poverty and cause people like myself to feel the only answer is suicide. and not fair been told the vouchers can only be used for disability equipment is wrong as we are adults humans and they don't seem to be treating us as humans if they want to save money they should reduced their mps over expensive salaries it feels like all they care about is making the rich richer and the poorer even poorer

    I'm Disabled and in receipt of PIP and vouchers wouldn't work for me. I'm incontinent and need new bedding, bed clothes regularly so need to have the washer and dryer on constantly then I may need 5 to 10 showers a day. How will vouchers help anyone never mind the Disabled.

    This is a form of control, completely ignoring human rights in every way. PIP is there to help us manage our disabilities in any way we need. Vouchers won't help pay bills, or transport. This is abuse on people's human rights.

    Vouchers are embarrassing to use as it is. How many times are we expected to use the money we're entitled to,to buy unnecessary equipment under this new proposal of theirs while we go hungry or cold?
    We're all different with different needs-one scheme does NOT fit all
    I'm fed up of disabled people being picked on whenever any money needs saving-it isn't right!

    As labour kepted saying it's time for change he needs to show it and put an end to the plans ro replace pip with vouchers or one of grants or catalogue/scheme none of them are going to pay our bills a lot of people rely on pip

    I use my payment for a cleaner and a gardener as unable to do myself and what little is left I pay to have treatment on my leg ankle and lower back.  This is due to no hope on NHS so I'm saving them money there 
    It's constant threat hanging over your head all the time makes me worse with stress . 
    I somehow don't think any of hhe shove would take vouchers and why should I be told who I can use when I'm comfortable with the people I use .
    No doubt anything the ha ha government suggest would cost more .
    I'm not a child I am capable or doing this myself sick of the nanny state idea

      @J MASON I have had therapy twice it didnt work i spend most of my time depressed an isolated its putting so much pressure on vunerable people its going to be heart breaking as the sucide rate will go evan higher 😢😢😢

    Penalising the sick and disabled people is very disappointing they should never be made to feel ashamed of their disabilities giving them vouchers is degrading for them so many disabled people will go without because they feel to ashamed to ask for help SAY NO TO VOUCHERS  treat the disabled people with dignity and respect they deserve Don't let them be made to feel ashamed the government should do the right thing for these people and say no to the vouchers it's disgraceful for the sick and vulnerable to be treated like its their thought

      @Lisa The whole point of pip is for recipients to use it how they need.  It is why it's called PERSONAL  INDEPENDENCE PAYMENT!!!
      We are expected to treat people as individuals not a medical problem

    Vouchers wouldn't benefit me one but. I'm a disabled person who struggles to breath most of my PIP goes on transport so I'm not for this unless taxi drivers are happy to take the Vouchers. I think I'd be too embarrassed to use them as everyone will know I'm on benefits. It ain't a good idea at all.
