If you have proof that The DWP had been informed in writing that they should not pay it into the "old closed account" and that you provided written details of your "new basic bank account", you should make a complaint.
Further, Banks are not supposed to use certain benefits to offset debt.
So as well as the DWP you can complain to the Bank also, if necessary/appropriate.
S187 of the Social Security Administration act 1992 provides certain benefit to be : inalienable
"187.—(1)Subject to the provision of this Act, every assignment of or charge
on–
(a) : benefit as defined in section 122 of the Contributions and Benefits Act;
[(aa) jobseeker’s allowance;]
[(ab) state pension credit;]
(b) any income-related benefit;
or
(c) child benefit,
and every agreement to assign or charge such benefit shall be void; and, on the bankruptcy of a beneficiary, such benefit shall not pass to any trustee or other person acting on behalf of his creditors."

There is also something called : First Right of Appropriation
Although this is supposed to be done before any monies hit your Bank Account, it may add further leverage.

Your re-entitlement to ESA(CB) is not due to you re-qualifying under the Contribution Conditions or your NI Contribution history, nor is it related to the 12 week linking rule, you qualify as a result of Regulation 52 of the Welfare Reform Act 2012.
The ESA1 is required for two reasons, first, the DWP delete a claimants computer records once they are only receiving NI Credits and cannot rebuild the records without the ESA1, secondly, being placed in the Support Group may entitle you to an ESA(IR) top up due to entitlement to the Enhanced Disability Premium and the up to date information on the ESA1 is need to check for eligibility.
One last question, have you received a Decision Notice and if so, what was the date on that letter?
If you are already talking to a manager, then I am going to recommend that you get advice from an advisor as it sounds like you have reached the point where you cannot pursue this on your own without assistance.
