My guess is that it an entry on the assessment report that the HCP is required to be completed, whether an award is made or not.

So if a report from a HCP is favorable the DM obviously can still disagree.
Shame the DM tend not to disagree when a report from a HCP goes against a claimant.

Anyway's question, the DM is the one who makes the award and the length of that award? at their own discretion?
