It again comes down to what is written in the legislation; PIP includes these words and also defines them, ESA does not include them at all.
ESA claimants are assessed against the legal definitions, this is why I said that you need to make use of the words (e.g. significant discomfort) that are used and only resort to the words that might be accepted in regard to ESA but are not defined, when absolutely necessary.
