I'm afraid I don't see how this would work, ATOS (and Capita) are contracted to make recommendations on the claimants Daily Living and Mobility needs, if they can't make a recommendation on the information available then they have to carry out a face to face assessment.
You can try involving your MP they may be able to push through a paper assessment, it could also depend on the information that they receive from the doctors they are contacting.

They'll only contact doctors that you named on your claim form, be aware that not all doctors are willing to provide support for a benefit claim, it's usually only GP's that receive payment for doing so.
