You should certainly phone ATOS in the first instance so that you can explain the issue and get a response. You might want to follow this up with a letter outlining who you spoke to and what was said.

The assessor will make a recommendation to DWP without seeing you if they believe they have enough information to do so. Therefore, your best chance is to explain your situation in detail, using language that reflects the descriptors, and to back this up with whatever supporting evidence you can.
I'm afraid I have never heard of an assessment being carried out over the phone.
