Just found out the reason I can’t be paid cold weather payment even though I’m on ESA, is because I’m on contribution based ESA, I am £1.63 over the threshold, is there no way round this anyone

I'm afraid not, if you are not receiving a qualifying benefit then you won't receive the payments.
Have you checked whether you would be entitled to an Income Related top-up to your ESA(CB)?
