There's no clear definition but you should assume it means a significant release of urine or faeces but not necessarily a complete release, an amount unlikely to be contained by incontinence pads, so not a dribble of small show. Nor does it mean over a period of time, the argument will be that there is time for a claimant to deal with these issues before they become more serious.
