Yes, when she is living alone then she should contact the DWP office dealing with her ESA to request that the SD Premium be put into payment, she should be able to complete the IS10 form that is required for this while she in on the phone, it just asks about her living arrangements and for her to attest that no one is claiming Carers Allowance against her PIP.
