If one has difficulty using a telephone, can a copy of a DLA benefit entitlement letter be requested via email, instead?

I'm afraid not, the DWP do not accept communication via email unless by pre-arrangement, you can write or someone could phone on your behalf, you will need to be present to authorise the DWP to speak to them but they should be able to handle the rest of the call.
