I intended to write "they do NOT form a cohabiting couple" to make it clear they live independent lives. I suspect your answer covers that,

I want to avoid a situation where the DWP might infer there is an income used directly to pay rent if an ESA claimant lives in another person's house and provides a supporting presence in exchange for free accomodation.
