Pip delay?

After reading on the forum that the time for a pip decision was around 12 weeks, A friend of mine has yet to hear anything after 4 months, is this at all common?

The PIP Decision process should be no more than 12 weeks, often a lot less but the PIP assessment process has become very elongated although the time has improved from the 18 months that many members reported.
