Hi I am not sure how much of this is true but i read that the Government tried to bring in a voucher scheme in 2017 and it was rejected , apparently from help and input from disability charities.

Yes, there was. I seem `to remember that it was ditched because the costs of administering the scheme exceeded any savings that might be made.
