change of circumstances esa support group to UC

Hi, I hoping to get some help, please.
My sister has been in a support group for over 15 years due to her mental health she is 35.
She recently moved into a new borough to be near family for support , she moved over the Christmas period so we applied for housing benefit and council tax benefits.
we have been advised that she cant claim for housing benefits or council tax as she now needs to move to UC. The email said the we can appeal, her ESA support payments are still being paid ,so i just need to get the housing benefit in place.
my question is does she have to now change to new UC ( she is in the support group or can she choose to stay in the ESA for now)
Should i appeal to the housing benefit dept OR apply for UC for her as requested.
Can anyone help
