I don't know the context, but it seems to be a reference to the migration to ESA and the uncertainty over when to migrate people on various benefits, that's to say, which to migrate first.

I think the quote is from the Disability Alliance guide on the IB to ESA migration.

I am afraid they have made up their minds and there will be no carry forward of the tax exemption to ESA.The Treasury are still mulling over what to do about pre-1995 tax exempt claimants (of IB and SDA).

I'm sorry if I've missed any recent comments but to go one step further do we know yet if they've made their minds up about the occupational pension disregard for pre-2001 claimants?
