if someone was on dla HRM and HRC for several years and now after review recieves only MRC and no mobility
can he ask for reconsideration of his mobility component only without having any reconsideration of MRC at the same time or is it up to the decision maker.
is there any risk involved ???
any advice please

Unfortunately, asking for any review of DLA carries a risk and his care component could be reconsidered alongside the mobility component.
I think that it can help to consider how clearly he is entitled to his rate of care. Is it an open and shut case or marginal?
Also, I think that it can be worth mentioning that there is no change to the care needs if this is the case.

i have mis typed the info
it is as follows:
the MRC is reduced to LRC after review and no mobility in other words mobility is not awarder at all

It makes no difference to the advice already provided :
DLA is one benefit with two components. An appeal for care or for mobility
be it where there is no rate in payment or asking for an increase carries the risk of having the whole claim kooked at again.
You need 'face to face' advice from an experienced DLA adviser, who can check your case papers and advise you accordingly.
