I am in receipt of a small pension less than £85 a week and the tax office added the annual pension to what I was recieving in ESA together and I pay tax on the difference which is deducted from my pension

HMRC add your ESA(CB) and Pension together then they deduct your personal tax allowance, you are then taxed on whateve is left. Any tax payable is deducted from your Pension.
