Whilst it has always been implicit in the ESA Regulations that you could not be required to seek work whilst receiving ESA, this point is clarrified in the the ESA Work Related Activity Regs 2011, which say

(b)may not require the person to—.
(i)apply for a job or undertake work, whether as an employee or otherwise; or.
(ii)undergo medical treatment.
