The DWP is to increase the length of automatic extensions of PIP awards awaiting a review from their current three months to ‘up to twelve months’ from 6 September, the Rightsnet website has revealed.  Statements will also be sent out confirming the award to make it easier for claimants to get blue badges.

Although there has yet to be an official announcement, Rightsnet – a highly trusted website for welfare rights workers – is reporting that organisations belonging to a DWP stakeholder group were informed of the change by email on 1 September.

At the moment, many thousands of PIP claimants are awaiting a decision on a planned review of  their PIP award.  The backlog appears to have been largely caused by an increase in the number of fresh PIP claims and a shortage of assessors.

Where a PIP award is about to run out before a review has happened the DWP has been granting a series of rolling three month extensions of awards, often without even telling the claimant they have done so.

As we revealed back in May, the uncertainty about what is happening with their award has caused enormous distress to many PIP claimants.  It has also resulted in problems with issues like getting a blue badge, getting a bus or freedom pass or leasing a Motabilty vehicle.  In addition, other benefits have been affected for some claimants, including carer’s allowance, pension credit, council tax and housing benefit.

However, the DWP now say that from 6 September:

'... we will automatically be extending existing claims awaiting review by up to 12 months and will do this 35 days before their end date. The longer extension provides greater certainty for claimants and in particular helps with continuing to access other support for example a blue badge.'

The DWP also plan to issue a letter confirming the length of the continuing award to help with difficulties with blue badges and other services.

Letters will be sent out automatically to claimants from 31 October.  However, the DWP also say that:

‘Anyone needing a statement before 31 October can contact the helpline 0800 1214433 and we will issue a statement. Otherwise, claimants do not need to contact us unless their circumstances change.'

If awards have still not been reviewed by the new end date they will be extended again.

This sounds like an improvement for PIP claimants awaiting a review.

But the reality is that many of these are claimants who will be moved to much longer term awards once their review is carried out.  Until that happens, however, they are faced with potentially years of uncertainty about what the outcome of their review will be.

The situation also further underlines how broken the whole PIP assessment system is and the need to change to a much more paper-based method of deciding eligibility which puts claimants own evidence and the evidence of their health professionals at the heart of the system.

The fact that companies which can’t carry out PIP assessments on time will soon be doing both PIP assessments and work capability assessments in the same geographical area makes the whole situation even more worrying.

what does it mean if you have sent in your review form but haven't had the result yet? Is it just for those not having received their review forms

One thing that should be staring the DWP in the face is unlimited extensions for people with incurable conditions. They could save a lot of time, money, effort and suffering by recognising these cases.

@Steve Rogers My personal theory on this: Awarding lifetime awards would mean that they would have to be included in future predictions by the DWP of benefit payments; the DWP wants to demonstrate that payments are going DOWN and have no interest in saving the time, money, effort and suffering to which you refer. Common sense and compassion don't play any part in the DWP's reasoning.

about a year ago i was given a 9 month extension to my pip, as my pip would have ended when the 9 months started my blue badge came up for renewal as well.
because the councils only give blue badges until the pip ends i then had to apply ( and pay £10) for my new blue badge which only would run out at the end of the extension ( 9 months)
once i received my new pip award which was ten years when the 9 month extension ran out i had to again pay the ten pounds for another blue badge  ( maximum of three years) this means i had to pay three times in 4 yrs  for the blue badge which in my mind is just wrong

I was given a one year extension in August last year; I only found out about this when I telephoned them.😡😡  I have never received anything in writing.  If they extend it for another year, it will probably coincide with the 2 year renewal!!  Whenever I read that "stakeholders" have been advised of a decision, I get so annoyed that this word, which should include ME, actually only refers to organisations.😡😡😡  Has the DWP learnt nothing from the debacle of the lack of communication surrounding the increase in women's State Pensions?  Dealing with the DWP is like a war of attrition; the stress of just completing the forms, then the agonising wait, followed by the decision letter which (in my experience) refers to things you either were never asked or never actually said, to justify a decision that makes no sense.

@Rosie The whole procedure is a complete waste of time. My guess is that we as Claimants should be kept in the dark, with no explanation needed? 🤬🥵

The benefits system is a complete and utter mess. The very idea that "people with disabilities" should be considered as being financially ok and that's why there hasn't been any rises in benefit for so long, we are all struggling. People with disabilities have higher domestic fuels bills because they can't or aren't working, they have higher living costs and always have done. I've had two face to faces since I was on PIP and I've been on it for over 8 yrs. This money that they have given us, paid for by us because of higher vehicle fuel and higher domestic fuel supplies, is no where near enough to keep the wolves from the door.

I've been waiting 13 months for my review now, the three months extensions have meant that I've been unable to apply for my student support grant with student finance as there is no evidence I'm eligible for PIP in the the next academic year. Also, I made a complaint to the ICE, and they have said it will take a year for them to review my complaint. The whole process is killing me.

I’m going through this I’ve been now waiting for my review to be looked at for nearly 2 years my circumstances have changed for the worse so I wanted to try for a mobility vehicle because I’m literally trapped in my home. I’ve rang them on quite a few occasions and they say there is nothing they can do I just have to wait plus they just send me texts and give me extensions,I don’t know what to do I’m at my wits end and as someone who has mental health problems already this is making things worse!

I received a letter on 25 / 8 saying I hadn't completed my review docs so my pup was ended. I never received review docs or a reminder. They agreed to resend my review docs for completion. Very stressful as payments have stopped until a review decision has been made. My pup was due for review march 2023. I know read this article with utter dismay as it could have applied to me but now doesn't. Don't read this and believe it to be true

@Gabby If only they realised that along with mobility some also suffer severe mental health issues. It's not ok to not be ok be because a form will arrive from someone who never thinks it's ok not to be ok. Reading the messages just looks like months of worry ahead, if I hadn't promised my sister in America I wouldn't try again, I would just want this all to stop.

My pip was due for review October 2021. I submitted the forms and medical evidence in good time. Having heard nothing from them I rang last week. I asked what would happen when the 12 month period ends and was told that my claim would have 3 month extensions until the case was reviewed. I asked how much longer was it be before it was reviewed and was told that it was in a queue waiting to be passed to an assessor. Sounds like it's in a queue waiting to go into a queue

I also 'phoned the PIP helpline today checking on  my husbands claim which is ending in October. He too is awaiting assessment. The advisor I spoke to explained that those claims awaiting review/renewal would automatically be extended by up to a year so the payments won't stop.  She did say an automated message should be going on the system soon about this.

I just phoned the PIP helpline in light of this news as my award is due to end this week and since sending back my forms in January i have hears nothing.  I asked about the new information about extensions and that letters will be sent out from  31st October. THe lady was genuinely surprised and said they hadn't heard of this or been informed and she didn'tknow.  All she could say was that there is a long wait but couldn't give any idea of how long and then kept saying 'anything else i can help you with?' She was not unfriendly or unsympathetic. I have waited (like many) since submitting my forms to hear about the outcome of my review or whether I need a face to face and whether my award will be extended or stopped.  It is so incredibly stressful and difficult not knowing.  I was relieved to hear the new announcement posted above but now I am not sure if it is true as the pip helpline staff havent heard anything about it!!!

@Lindsay Hi, my award is also due to end this week. I got a silly text a month or so ago saying I’d receive payment as usual until I get assessed. It doesn’t help. My blue badge is also up as probably other things like car tax.
I got a letter saying my carers allowance was about to stop too.
My husband works 8 hours a week as he’s retired, they stopped paying it for months and we had to fight tooth and nail to get it back then this! We rang, I was shaking, told to ignore it. The absolute stress!!! It’s taken over my life, I can’t sleep for the worrying.

@Lindsay Yes, I’m in exactly the same position, last had a txt from DWP in may, said received my review forms and that all I must do now is wait…… it’s mind numbing, the wait is tremendously stressful. How do we know who is giving the true fact of the matter?? A little communication goes a long way ??

My Pip review was due over 12 months ago, still not heard a peep from DWP/PIP, only 2 text messages saying...we have all of your evidence bla bla bla.  The evidence was submitted to the DWP by myself registered delivery 16 months ago !

Does that mean that I have now been given a one year extension to my existing PIP claim ???

@Beverley in Kent What baffles me is why you only have a couple of weeks by time it arrives to complete renewal yet people on here been waiting over a year mostly. If such a huge backlog, why on earth are we given deadline. Mine was extended to May 23, then review forms July22 nearly December snd waiting like rest of us!

@MrFibro Same 4me, my review forms sent back Aug 2021 award ended 01/09/21 & I've had 3 txts in May 22, July 22 & end August 22 to say they still have my forms, evidence etc & someone will "look at it" when they can, now it's 13 months waiting & while getting same rate,I'm extremely worse now but don't want to add a change of circumstances to the mix if they haven't even done the review yet, if I ever get a decision then depending on the outcome, I will do a change of circumstances or if enhanced on both I will leave it....I've had to apply for my blue badge using the long winded blue badge part where if no award letter, you have to write every reason you need the badge & that took ages & was almost as long winded as a pip application!! I did ring blue badge & there aware of pips review delays but said without an indated award letter I'd have to fill the "other ways" to get a blue badge which was as I just described & they too have a 12 week backlog so my badge runs out before pip send out pip extension award letters....hope u, myself & the 10's of thousands in our position get ours dealt with soon,it certainly effects my mental health badly on top of my extreme physical issues...good luck MrFibro!!

@MrFibro Yep I'm in the same boat, my original PIP award (three years) expired at the end of May this year. My review went in circa mid Oct. last year which naturally is almost one full year. I too have had the two txt messages.
The uncertainty is stressful to say the least, exactly how are we able to plan for the future? For myself I would never be able to pay my energy/food bills etc without my PIP.
Disgraceful behaviour on the part of the DWP quite frankly.

But no such extension for those of us who previously won our pip award at tribunal  we are left to rot.
My pip ends early oct my last payment is next week.Capita have my form back six months.
No chance it will be seen to before end of my current award. So no pip and no sdp for me for the foreseeable.
So for them to say no one will be without during a pip review is utter lies.!

…and no doubt there will be further disarray now that Thérèse Coffey has now vacated the position of Secretary of State at the Department for Work and Pensions. I want to know whether ALL long-term PIP award renewals will be pushed back? Mine is due in early 2024, I have therefore been desperately worried and gathering evidence in preparation for a renewal demand in early 2023. Does that mean I will not have to lie awake worrying that I will receive those forms just after Christmas? Is the DWP still making people apply for a renewal a whole year before their PIP is due to expire? I am still extremely anxious and confused.

@steve86 I got my last pip payment on Thursday just gone, that's my award ended. Still no assessment, they still haven't contacted me, my review form is with capita with no progress on it. No extension given ,I asked point blank. Not getting one.

I'd also like to know if they are still sending out review forms a year before the PIP is set to expire. I hope someone can answer us.

      @Valerie Hi Valarie.
I also won at tribunal too. I reapplied with all the forms in February when they sent them as everything is due to expire this week! I’ve received a text message telling me I shall carry on receiving PIP until they have assessed me or in other words caught up with the backlog. I did get a shock letter telling me carers was stopping this week, we phoned and were told to ignore it.
I can’t see why claimants that won at tribunal should be automatically cut off without being assessed, mistakes were made by the departments and we shouldn’t be penalised because of that.
Don’t know about you, I’m still having nightmares about having to go through it, magistrates court, I felt like a criminal that day.

Having waited 9 months for my review and my B Badge due to expire, finally got through to PiP team (112 mins waiting). Advised to that all councils issuing B Badges have discretion to issue a regular 3 year one when claimant is stuck in review backlog.  She said it may take 2 chase calls to council but persevere, tell them they have a designated worker who has access to the PiP system who can check your status is legitimate.
I persevered and my council B B team did agree for me to purchase a full 3 year B B instead of a limited short term one because of the huge outrageous PiP review backlog.
Only posting this in case it helps others. My BB is absolutely vital for me.

@MrFibro I have always got my blue badge direct with council and get it for 3 yrs each time because PIP is a joke and I have to take them to tribunal each time  and would be constantly without my blue badge.  At least this way I have the badge to get me out and about even when they have stopped my PIP payments

      @scabbycat1 Hi scabbycat1,

I was in the same boat, and went through the council route, and explained to them the situation about pip reviews etc.  I sent some evidence to them via emails etc, and within a few days my 3 year blue badge arrived.

      Good luck to all.
