The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    Pip can cause a barrier to health.  Pip does not encourage people to try overcome some of their dificulties, it traps them.  I have had mental health problems for a fair number of years but at that time treatment was available with short waiting lists.  Today,people may have to wait five years for therapy.  I really believe therapy vouchers are a good idea.  Pip is not always for life and people need try to work towards finding their potential.   The thing is, when a person has been receiving such high amounts of benefits, it is very difficult to work and earn and income to match it and that's how it becomes a trap.  Some people do need Pip because their condition is lifelong which affects their daily living.

      @Betty Ok, therapy vouchers will never cover actually price for therapy as it will be private and most people on PIp - therapy isn’t an answer as they can’t be cured 🤦‍♀️

      @Betty I agree 100%. There will always be some very severely disabled people who will never be able to work or care for themselves, these people should be helped and protected at all costs.

    Change is coming to the welfare state for all working age people. Rather than just keep saying keep PIP as it is, what changes would you be content (rather than happy) to accept?

    If Labour are truly focused on employment then the Equality Act must be tightened so that employers will have to take on disabled staff. This must also run along very stiff anti ageism legislation - it'll be the only way to substantially reduce the benefit bill.

    At least Reform advocated no tax to be paid on salaries less than £20K a year

      @Brian Marriott I agree with you brain It helps me pay for my bills and shopping and getting clothes for my me and my son and I definitely want the pip money to stay. And the pip voucher wouldn’t even work as everyone relies on the pip money as it helps them with everything they need.

    I'm going to kill myself if vouchers happen. I've got nothing else. No one will miss me, no one will notice. If you take away cash payments I'll have to get rid of my cat and then I will be completely alone. I can't take it. I will kill myself. The government will have killed me.

I agree how are we suppose to live a normal as possible life ,I have a decompression of the spine,cptsd,fybromyalgia,asthma,anxiety and depression,,eye sight problems, white lesions on the  brain,I struggle at the best of time,My husband is my carer and I am in receipt of enhanced  Pip,I  don't go out unless my husband takes me to doctors or shopping  I then only sit in the car as I don't  like crowds ,we use the mobility side of Pip for car as I class it as my safe space when I go out,The house is obviously my main  safe space,vochures are no good,I use my Pip for food shop,private ladies items as I suffer incontinence aswell, and also I got a support dog so I buy his food with it,pay for other things I buy to keep me as sane and  safe as I can ,and home entertainment package with my t.v as I  love documentary, I also buy top up vitamins to help for nerves, Having our Pip as money gives us at least some form of independence as how we live our lives,I never asked to become disabled and I certainly don't want anybody else living  my life for me by limiting me to vouchers that say what we can and can't use them for,I certainly too would be sooner dead,
      Maybe that's the idea of the government's get rid of all us useless disabled  people who can't do nothing for themselves, They can then have bigger bonuses for all the money they save,No government will ever support the poor or disabled, they clearly see us as a drain on society.Well I'm so sorry for being the way I am as I said I  never asked to be this way and perhaps if you knew the full extent of how I ended up this way you just might be a little more sensitive towards me and other poor disabled people.

    Is there any way that this forum could be shown to the DWP and Labour Party?, as its pretty clear how people feel and its causing a lot of emotional distress.

    I use my pip to get taxi from hospital as I can’t go out on my own and also to pay for my phone repairs  and life stuff also on a soft diet

      @Brian Marriott I agree. I need pip to get to hospital appointment as I've had a kidney transplant. Got loads of issues going on take so many tablets. Getting lots of cramp in hand. Have my shopping delivered as I can grip any thing. As asked my doctor on Monday will I ever feel bk to normal she aid a transplant not a cure. I've had a blood clots on my lung. So now I have canceling.  Vouchers won't be good for me.

    I have autism arthritus and bipolar i also have agraphibia and learning disabitites, i gsve a life threatening liver desease and mobility problems i walj eith a walkrr i akso suffer from servere fatique abd soend a lot if time in bed this about pip us naking me anxious and i am worried sick its causing me to have suicidal thoughts vouchers are a stupid idea

    Absolute disgrace...many people receiving pip do so as  their disability either stops them from working, or severely limits the work they can do. Because of this, they have little or no paid income and this money is essential to pay their everyday bills . How is a voucher or home adjustment going to help pay the electric/ gas/ water/ council tax / food bills etc ?

    Disgusting!!! Why do we deserve to be humiliated in this way??  Why should what little independence we have, the choice of how we manage the little money we receive.   Be taken away from us, treated less than human, a naughty child, someone who doesn't have any dignity???
