The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    I claim pip due to disability s and work 2 jobs vouchers would be useless you are tested to get pip and have to jump through  hoops to get it

    I really struggle with day to day tasks, due to having a weak right side due to a brain tumour I had removed in 2013...I shake because of the weakness... the removal of the brain tumour was left frontal lobe and I'm right handed so my dominant side don't  work properly my husband is my carer he has to tend to my toilet needs dressing showering...disabled people really struggle and with the cost of living... bills etc VOUCHERS WON'T CUT IT ...taking the cash away is taking their independence away and what independence they do have is limited there is not enough help for the disabled...the government need to think about this before it's to late or we could have disabled people ending up on the streets.

    I've multiple serious health conditions how am I too survive on vouchers? Will the petrol station s take vouchers on the big amount I spend getting to hospital appointments not to mention taix travel costs ect , will they help to pay my bills, don't think so ,this idea is madness & needs to stop ! I can no longer work due to my chronic health conditions how am I supposed to survive?

    vouchers absolute madness..hows that ment to work..cant pay a taxi driver a voucher for example..i worked since i was 12 and payed many of taxes and after becoing so ill im no longer able too..i already feel like everyday is already a physical mental and emotional challenge and i struggle to cope with feeling like a burden and not being able to work or live a slighlty normal life because of my condtions as it is...i feel like there trying to kill off the disabled and vulnerable people of this country...and making taxpayers lives harder by rising up the price of living and then convincing taxpayers that we are the reason and spend all they're money..y not stop the extra allowances that mp's get on top of a 91.000 annual wage just for showing up and walking straight bk out of parliment and to be able to have a second accommodation to live closer to there work..when there are so many homeless people..that could help with budgeting costs too..just saying..but as always in this country the richer get richer and the poorer get poorer 😡😡😡😡

    I think it would be fairer to make PIP means tested, rather than introduce the voucher scheme.  It would save much more money and prevent a lot of claims being made by those who don't need it.  That has got to be a much fairer way hasn't it?

      Totally agree, one works all one's life, scrimps and saves to be able to put savings aside for emergencies, including one's funeral, etc and now the government want to rob us. What doe's this come under? conning or scamming disabled people, it's not even cunning, it's blatant.

      @Debbie No it isn't,any savings over £6000 and you start to lose it, wouldn't be long b4 all your savings were gone,some of us and our partners have worked hard to get savings security,why is it fair to then lose it all?

    We are still paying for what Mrs T did closed all the Mental Hospitals and Remploy and said we are now having care in the Community and it is even worse where I live Mental health help is non existent and where I used to have a permanent Social worker back in the 2000s my local council only helps as and when if you are lucky.

      @Syd Half the conditions people have can't even be cured or helped.. fibromyalgia, degenerative disc disease, functional neurological disorder etc... it's ridiculous. People are just told well you have this condition so claim this benefit.. case closed.

      @Ann At the end of the day, the goverment will not listen to us.  It would take millions of people to go down to London, and camp outside number 10 and or houses of parliament demanding keep our PIP as cash payments.

      That may bring attention to the masses and gain momentum politically and socially, and Labour may think depriving disabled people of a life is not in their best interest now, or in the near future 5 years down the road.

    I have only just read this thoroughly on the government's own website.

    "Today’s Green Paper marks the next chapter of our welfare reforms and is part of our plan to make the benefits system fairer to the taxpayer, better targeted to individual needs and harder to exploit by those who are trying to game the system"

    "Game the system"!
    Many disabled people on P.I.P have worked and payed taxes!

    I think this sort of language is absolutely disgusting. It's hurtful and inflammatory

    I did respond to the consultation and adapted my responses from B&W suggestions.

      @lesley They aren't just talking about PIP in that statement, they are talking about the entire welfare system.
      There have been articles in newspapers this week stating levels of fraud has increased since COVID, not only in the benefits system but across all walks of life.

      @mrfibro All the money they'll waste implementing it is gonna end up costing them more than just keeping cash payments. This is 100% just about optics. There is no saving but the disabled still have to go under the bus cuz they don't want to drive away voters the Tories have just spent the last 15 years radicalising against the disabled.

      @Josh No mixing it up with cash and vouchers.  Cash only, that way there's no need to re-write the wheel.  ie spending millions on IT making such changes.  And those changes in IT could possibly cause more grief.  If it's not broken, don't fix it.

    This is absolutely terrifying really upsetting I worked most of my life and 53 years of age at 28 years of age after working full-time sometimes two jobs as a care worker I had a rare condition that caused me to become epileptic and later have a stroke I still went back to work and was proud to take part in work often I was too ill to go to work disability living allowance then Pip help me through the times that I could not work, I remember the first time the changes came in with the Tory government. I was unable to heat my own home. I’ve just been diagnosed with lupus blood clot on the lung couldn’t wash or dress myself. No help whatsoever having to live on £75 a week disgusting. Just outrageous this will probably cost me the house association home. God knows I’m unable to work but I can’t afford the rent on the benefits I get.

    I just spoke to jess philliphs colleague he said we would  not be forced into work it's only to try and get things like transport etc so if we want to work and can work we would get more support I asked about the vouchers he said it's not decided fully yet but it doesn't look likely to go ahead and basically he said they don't have any money at the moment they are only just starting out .

      @TheDogmother The man I spoke to on the phone gave me an indication that labour had their head in their hands undecided as they didn't know how to proceed as they had no money  this tells me the reason they are looking at green paper is they can't  make decisions that's why kier starmer listens to his mate Tony blair

      I understand people are looking for any positivity to cling to but the truth is, nobody knows what is going to happen and we will all just have to wait and see
