The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    So we have to be humiliated when we pass vouchers across to pay for goods! Everyone knowing your business..probably some having not so good opinions! 
    If this goes through I would rather not be around ...I suffer horrendous depression because of Anxiety also suffering Fybromyalga! Life can be so incredibly difficult..now they want to further our difficulties...we have to send in receipts etc etc etc ..so when your extremely exhausted and suffer  debilitating illness this is further pressure ...I can see so many getting sicker or even ending their lives ...rents are so massive just now 40 percent more than they should be ...food, Bill's etc etc ..now they even are wanting to take pip away from some or lowering it ..how are we supposed to survive ...I've tried taking my life ...I'm a young person with illness ..I struggle ...now I'm feeling completely exhausted by all these proposals! Honestly what will be the point in carrying on life if they do this ? Life is supposed to be enjoyable ...not thinking every day how you are going to survive! ..these proposals are just cruel to people who already suffer! Let's takeaway everyone on governments expenses...give them vouchers! Or better still take it away completely..they earn so much money already! Taking their expenses away will help the NHS etc ...but they won't do that ..they would rather pick on the poorest in society by taking their money away! Its scandalous...

    Pip payments are used for various things to help make life easier for a disabled person. The idea of replacing payments with vouchers is insulting.

    By the sounds of the majority of us we are just scraping by as things are.  
    Has anyone an idea if these vouchers become a reality how long it could take to implement them? Are we talking months or years?  I know it would be guesswork but I'm interested in any views.

    As long as vouchers can be used for food and everyday products I see nothing wrong with it but if it is for equipment to help disabled people that would be wrong, I have bought adjustable beds, stair lifts ect, it should be for everyday items and food

    I don't no how I will survive without my pip payments, as it is I never have any spare money for clothing or new bedding and am bedridden and incontinent so use a lot of electric using the washing machine and dryer before even thinking about food
    All the worry has caused me to have a mental breakdown and am know under the care of mausley and be put on even more medication

    Hopefully the Labour Government will see sense and bin any ideas left by the failed Tory party.  We can only hope that they can and will do what they were voted in to do.  Keep the faith.

    Potentially another kick in the teeth for disabled people, hopefully the new government will not go down the same road as tory government. Vouchers are a total no go and a quite ridiculous option that would probably be open to abuse. Disabled people already have a hard life, please don't make it worse.

    Long term sickness and disability are not the same thing. I am disabled because I worked so hard all of my adult life even though I  have a spinal disability. What this bill is proposing is kicking people who are already down and in pain. Disgusting. 
    Keir Stammer said he was all about service. This is a Complete disservice to the disabled(another easy target)

    Shocking idea.as usual the invention of politicians who have no comprehension of what it's like to be disabled or ill. Anything to save money by penalising the most needy or vulnerable. Labour need to show the electorate faith in getting rid of the Tories and quash this ludicrous plan.

    I definitely need my PIP money, NOT vouchers. What kind of ridiculous idea is that? I am immobile and have no use for vouchers. I need the cash to pay for different bills.

    Noooo! How on earth do they expect this to work for everyone on PIP! This system will make life unbearable for us genuine claimants. Sure there are people who are fleecing the system and who need to be caught. But the majority of us are genuine, and have worked for as long as was possible. No one wants to be dependant on others in able to live a half decent life. Every one of us would rather be independent, but sadly this is not possible for many of us. So please leave our money alone.

    Vouchers would not be beneficial as people use these payments for different things .. I use mine to help me pay for things I cannot do due to bad fatigue and pain and for travel as I have to be careful using public transport so taxis are a must . By using it it helps me to work part time which is what the government want force me to have to do things that are very hard  may cause me not to be able to work then what happens

    I, like others here need money in hand NOT vouchers. It’s just the same as the Tories making us feel like lepers and demeaning our existence. The money is a necessity which allows me just a little independence. Why are disabled people always the first to be targeted when money is tight. It isn’t our fault the finances are in such a bad state. Perhaps recover money lost from ppi contracts for useless equipment.

    All Sounds Good to Me! I struggle everyday and if this kick up the Jacksee is for the Better and I'm not going to be discriminated against for being a bit slow and unreliable in work then bring it on but Vouchers are only beneficial to those who take em, bit like Private Landlords fleecing LHA rates!!!

    I have pip and it helps me with my gas / electric etc plus to help with taxi fares to hospital and other needs mi understand that there might be many people who mis use it for fags and drink or drugs maybe. But that has ruined it for everyone who is genuine I work part time due to advanced osteoarthritis in my knees spine feet and hip but I still plod on I think a lot of people have jumped on the bandwagon with. Depression and anxiety and don't want to work they should target the lazy and fake folk and still help the genuine people that's just my opinion.

      I have borderline personality disorder, ADHD, Autism and severe sleep apnea. With these conditions I suffer severe depression and anxiety and have severe mood swings. How can you say someone like me is lazy. It's totally wrong

      @Annie Very offensive post aimed at people with mental health problems,and assuming people use it for illicit drugs and cigarettes.Mh issues are debilitating and pip is very hard to get for these reasons

      @Annie Your post regarding Anxiety and Depression...I have chronic Anxiety! I have horrendous panic attacks ..I have severe depression! You calling me lazy ? You obviously do not understand how incredibly debilitating these conditions are! I would not wish them on my worst enemy ...not every illness is physical so please stop calling us lazy! I had an amazing job which paid far more than benefits...now I'm on benefits because of those things you call lazy and fake! How dare you! I've tried taking my life as its unbearable to live with! ...so so many symptoms! Living with chronic Anxiety is horrendous ...you really need to refraise your comment as its extremely hurtful to people who suffer! ..I would never dispute your conditions and call you lazy and fake ...believe me so many fake their physical illness ...are they lazy and fake? ...I'm just absolutely gob smacked at your lack of consideration for mental health ...absolutely disgusting comment
