The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    Vouchers are unacceptable for many for many reasons. 
    I am disabled and not ashamed of that, however I do not want my finances known  whether it be shops or ???.

    As a single parent with a long term illness which is disabling my costs are more than a person who is able bodied and out at work all day.  My energy Bill's alone are high and even claiming pip I sat in the cold most of the winter? I have the extra cost of hot baths and showers to help pain. I spend lots of money on supplements  because the nhs does not have the necessary treatments i require to manage my condition. The treatments I have I pay for privately. The people offering the treatments are self employed and expect to be paid on the day of treatment so a receipt, voucher scheme would not work, and I have discussed this with them. Adaptions are not an option in private rented accommodation and would do little to help make me well, so a catalogue would be a waste of time. My home requires insulation and a new roof to make it warmer and the landlord, because of mortgage rates can no afford this? And this would help my health and lower my Bill's. I have no access or entitlement to social housing as the wait is 40+years. The supplements I take I order online so I would not have a receipt. I order most things from amazon as shopping can be challenging due to pain and fatigue. Without pip my income would be lowered and I would not be able to afford to live. The government really need to consider the unique circumstance of dos bake people. Vouchers, catalogues and receipts put everyone into the idea that if we all get a wheelchair and access the nhs we will be fine. Well it's not as simple as this. People with fibromyalgia have no clear route with health or social care! Step up labour or you lose the disabled vote forever. We had enough under the Tories.

    Please don’t change a great system.. Everything comes out of my bank account by direct debit. Food, heating, water, I don’t have to worry about vouchers for this and that. It’s just more ball ache of added stress.

    Please don’t change pip for vouchers. Please leave it how it is. I’m going to be confused with all these changes. It’s really easy using a debit card for everything. Why change what’s not broken.

    I have physical and mental health problems family do forms ect for me don't understand technology how the hell am I supposed to use vouchers government care about themselves not us squashing vulnerable disabled same as torries its" I'm ALRIGHT JACK sod rest of u"!!!!!

    I am disgraced with labour they're meant to be better how can you do this to us disabilities that needs is support I've cash coming out of our banks to pay people I need cash every much happier of cash so I can get myself clothing food pay my bills and other things please labour will you keep cash so I can pay my bills and clothing and don't degrade Oz disabilities anymore and leave cash payment and the pip the way is for cash please leave the cash payment so I can bet essentials when I'm disabilitated

    I need to keep my pip payments I'm on 10 different medications my blood pressure meds were recently trebled to 14mg, my heart meds were doubled in strength my pain killers were doubled in strength, tramadol to 400mg a day, gabapentin from 300mg to 600mg also put on blood thinners, I'm also on statins, anxiety medication 40mg and also facing 2 operations because of severe osteoarthritis in both thumbs meaning I have got to have artificial thumb implants but can only have one thumb done at a time after being advised by my doctors surgery to see how I get on with the first operation, six weeks in plaster plus up to 6 months before I get full mobility back in the thumb then have to go through the whole procedure again and the first operation isn't until this coming winter if there is no cancellations

    Dear Labour my life is just about bearable as a single parent with osteoarthritis,major depressive disorder and-chronic fatigue syndrome - please leave PIP as it is - it helps me stay on top of my bills and helps me to pay people to help me with household tasks. I don’t need vouchers they wouldn’t help me. It is so unnecessary to uproot disabled people’s lives that are hard enough as it is.

    I am a 64 year old gentthat has had pip for the last three years I also have a mobility car I have worked 44  years of my life just suffer with chronic lower back problems arthritis to my hipes I have had one hip replacement also I have arthritis to my knees having vouchers wount help me I pay for my Gardner and some one to help me clean and petrol also two words incontinent pads I voted Conservative for years I hope now I voted Labour you will do the wright thing and scrap the idear about scraping pip for vouchers or has everyone made big mistake on voting Labour as thay are ment to be for the working class people

    Just wondering are there plans to give 'able' people vouchers instead of part of their pay and give them instructions what to spend the balance on. Are all othe benefits annd pensions going to be paid in vouchers as well. Maybe they should put a chronically disabled person in charge of the DWP to bring some reality back to it

    The whole point of this consultation is to gauge just how much discrimination against the sick and disabled is acceptable to the general public. If PIP is dismantled, presumably taking carer's allowance with it, what is left for the disabled except warehousing? Just stick us all in dementia homes where we'll be kept out of the view of decent hard working citizens. Because this couldn't happen to any of them, could it? I mean, normal hard working people don't just get disabled. If this goes ahead, people will die.

    Vouchers will not work. Everybody's needs and disabilities are unique. 

    They are trying to save money by making it more difficult but why are questions not being asked about costs of setting up and running a voucher system.


    They are just attacking the rights of the most vulnerable in society because most of us are incapble of fighting g back.

    Not good at all.  You can be sure many people won't take vouchers so you'll be limited and forced to shop probably in the big stores
      Restricting choice and making a farce on equal rights for the disabled people.

    i really rely on my PIP payments ,for food and bills ,not luxuries . There picking on the most vulnerable again ,its not fair and not right . We dont want to be disabled on purpose ,so why pick us out and victimise us ,because thats what it feels like . NO VOUCHERS ,NO CATALOUGES.

    Dear labour , 
    My daughter has downs syndrome is very vulnerable , she cannot work , uses a wheelchair .. her pip also includes motorbility so do vouchers cover this?!! As i need the car to take her to hospital appointments, activities as I'm unable to buy a car..  as I'm sure this goes for many other disabled people out there .. i know there are people out the frauding the system , please don't punish us all.. vouchers may help and benefit some , but not all of us .. people pay bills with there money , who cannot work , this will have a massive impact on peoples lives and not in a good way. Please don't rush into this and take a little time on how it will affect people.

    Do the government actually know what PIP stands for? (Personal Independence Payment) a benefit for people who are under State Pension age and need help with daily activities or getting around because of a long-term illness or disability
    Not.... People In Poverty (As that's what it will be a if you stop this crucial safety net for the disabled)

    Like others that have stated my pip goes towards my rent, gas and electric, water car insurance petrol etc. I don't drink or smoke and eat basic foods. If pip is replaced by vouchers I will be house bound as I would not be able to afford to run my car, let alone replace it as the previous government have decided that we can all afford to buy newer cars that follow this scheme they thought up. It's hard enough as it is without this stupid idea looming over us.
