The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    They don't think about the stress and worry this ls putting on thousands of people who have had to give up work through illness, my pip helps me to keep some independence and to keep on top of bills , are they not bothered about people there only bothered about saving money

    Dorothy if they brought vouchers in how would i pay for my car when I first got DLA i was awarded it for life and use to get the mobility car then when it changed to pip i still got the high rate so when i was knocked to lower rate had to buy a car on finances so how would vouchers pay for my finances

    I can't see how a voucher system would work. I spend my PIP on supplements to help with the pain my osteoarthritis gives me, grocery deliveries and maintaining my car which allows me to get about.  How will vouchers help me. Because heath assessors decided I was fit to work if I retrained and bought or hired a wheelchair for the last 9 months before my retirement, I have also had to use it to pay for bills.

    Scary, I use my PIP to provide independence. it stops me moving into my mum's as a 40 year old man who has never stopped fighting to regain my working capacity. PIP helps me cover rent, utilities, keep a banger of a car running and I also use it on occasion to meet friends once or twice a year. No one should decide how I spend my money especially when so much of it goes on essentials like food, housing, utilities, and bills. The added worry of losing this and potentially being forced back into work is downright dangerous for someone like me. I hope there are people out there with the means to fight this as I struggle just doing my day to day commitments. I maintain a facade that looks like I'm employable out of good practice and a habit of hiding it for so long. I don't trust anyone to make that decision for me as I've seen it play out to breakdown dozens of times. People don't care and you just disappear, I have lost a quarter of my life in this fight and im sure there are many fat worse than I am

    How will I afford taxis with my severe mental health problems I can barely go out as it is so if the voucher scheme comes in I can see lots of deaths and suicides the pip payment helps with bills and daily life

      @Anon But that means getting a receipt from a taxi driver! Is that even possible? Not been rude here but I use Uber & some of the drivers (which are very nice btw) can barely speak English

      @Joseph I'm sure vouchers will be targeted to take into account the needs of each individual claimant. If you need taxis to get around, then the vouchers will likely cover that. An alternative maybe to send receipts to show you have used taxis and the money will be reimbursed.

    If they change to a voucher system it will certainly mess up my bank account, having to pay direct debits etc. Also I have a motability car, how can I pay that with a voucher?

      @Anon How incredibly insulting, "to make sure people are spending their money only on their needs" is fascism. People are trying to survive and the money people are on is so tight that I really don't think they will be spending it on a Bentley or  a private jet that the big business tax dodgers do.

      @Mick Bryant I don't think it will affect the motability scheme, as you already exchange your allowance for a car. The voucher scheme will work in a similar way;  to make sure people are spending their money only on their needs arising from a disability or illness and not using the money for things unrelated to needs.

    I don't want a coupon that will make me locked in the house. The coupon will take away the variety of shopping and make me depressed. I'm worried.After hearing about the possible termination of my PIP, i under a lot of pressure and stress

    Vouchers  idea is ridiculous and must be scraped. Keeping pip as money allows us to pay for services that make our lives a bit easier. E.g taxi, heating bills.

    The way the consultation is set up is ridiculous.   Pages and pages of complicated questions which if you are in severe pain are impossible to concentrate on long enough to answer coherently.

    I am physically disabled and my life wouldn’t be worth living if they change cash payments with vouchers as I have to use the money which allows me  to stay in my home and pay for all the extra cost due to my disability! So many hidden cost behind someone who

    How would people on pip manage to get vouchers when you are blind or visually impaired as I am. I cannot see the black and white keyboards on my phone to assess any website it may go on. And vouchers for clothes with if that person doesn't nead any more clothes  the vouchers wouldn't get used would thay. Shopping is ok because peaple need to eat. I am terribly worried if that comes out wouldn't have any idea how to go about it.

    This is absolutely one of this situations where we have to mobilise and fill out this form - if we don’t give them an overwhelming “NO” - If they think they can get away with it, they’ll do it. It’s on us. All of us.

      @Will Agree. As much as it's good to express our views on here, we can hope to have some  influence if we fill out the survey. Watch out for their tricks though - don't fall for the one where they ask you to rank needs/costs in order of importance!

    Vouchers arre a ridiculous idea ,how can you expect us to except this idea  ,we cannot work ,we need specialist food, carers for daily living ,transport costs, special equipment to move around the list is never ending,,it's expensive being disabled
