The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    Pip helps me with independent living such as rent food utilities how are people like me going to be able to do these things if it turned into vouchers that won't be able to be converted into what money really needed for

    I've worked all my live e an with my illness but then unfortunately I had a heartattack  which has left other problems ... now I no longer work and claim pip .. which pays my bills makes sure I can stay warm..eat....and get about....
    How is a voucher gonna pay for these .... since when have we turned into America????? If so why havnt we got an American in charge....
    Come on England d give your head a wobble what you give us you take straight back anyway high rent council tax etc:::: do what you've been saying forever and not done TAX the rich like you should be doing ....

    What has happened to freedom of choice,person centred care,duty of care.Everyone on these kind of benefits should not be penalised,they did not ask for their illness.Why are we not allowed to be asked first, what we would prefer,how we would like to be treated.How about the pension team  looking into the amount of people claiming benefit,that they may be not be entitled to,or should I say frauduently claimimg,they are the ones that should be investigated.Those past pension age as well, are really going to be forgotten.All the promises the government have made over the years have never been met,they need to stop hiding behind their desks,and swap places with those who suffer,and exchange places with finances to just get a taste of hardships,and now further hardships that is coming.

    For majority of sick , disabled and elderly people a voucher system will not work. 
    People need their four weekly cash payment to navigate their expenses the way they need to . Can you imagine the stress and anxiety this can cause people if this voucher system goes ahead.. What are we going to do with vouchers.  I urge the labour government to scrap this idea as it will benefit noone.

    I hope they do not change to the new postal as I use my pip for the up keep of my car so I can be independent.  And be able to get to and from work. And for the running cost of the car  as well as for my utility bills.  As I need water for my c app machine. How can I use vouchers as my husband wakes me up when my mask  slips or I stop breathing. And I have quite a bit if washing because of my other medical problems.

    We rely on pips or adp in Scotland for motability cars paying for extra electricity and gas and all the other disability aids we have to buy not a good idea to give anyone vouchers they wouldn't know what it's like to live this way. Stop vouchers SIR KEIR STARMER

    Well I'm on the lower end of pip out of this I pay for a mobility scooter house  bills food shopping. It's hard enough trying to to live on the meger amount I receive every 4 weeks. If the government changes pip from cash to vouchers or a shopping catalogue I don't know how I will live. Maybe the government will be happy when I'm unable to pay my bills including council tax and end up living on the street or worse still I take my own life.

    End of the day, no matter what we spend it on, energy, transport, foods, medicines, clothing, carers, etc etc , it all goes back into the economy . 
    What’s gonna be the next step after this , making being disabled illegal , because this is where this absurdity is heading .

    Your actions will force good people to do bad things to get through the month. Times are already hard as it is with everything being so expensive, food, housing, rent, electricity, gas, fuel, clothes, shoes etc etc, and now trying to move people forcibly onto vouchers is stupid, the world runs of cash now you expect the most vulnerable people to accept vouchers in places you say... you will force people to do "illegal" activities (hustle) just to get by.

    I my self are on pip we meaning me and over pip claimers don't want vouchers my mental health is really bad as it is changing is going to get a lot worse I have tryde killing my self a few times I slit my resist up words I did it proper and deep I should of died but didn't so I am geting concerned about it

    I won't be able to afford rent without PIP. They will say it shouldn't be used for that, it's to be used for care. But there is literally nowhere in my entire county for rent at a price that my HB could cover. I'm not being facetious, I literally checked earlier today. Consequently, I can't currently afford my home care. I'm already in treatment through the NHS, I am happy with my treatment, so I don't know what good vouchers are going to do me. If I lose PIP, I'll have to move home with my mother. But I will still need to find money for care as she is aging and I am tired of being a burden to her. It's all so bleak, it's hard to find the strength to go on in the face of the relentless stress of having homelessness held over your head for the crime of being unwell.
