Given that this was not an offered option this time as I indicated.
Why would I ask if I can write if I had been told I can write?
Such a simple question really.... I have only been offered the option of calling so am asking if I can write. I don't understand the problem in understanding this.

People ask us all kinds of things on this site. Some of which may seem obvious to us but our job is not to judge but to answer.
As for your specific query I think it has been answered by Gordon but to clarify;
YES you can and arguable should write to them despite this not being given as a specific option.
