I should also say the award lettter said 'this is because contribution based payments have run out', as I worked in the past. However it doesn't; make any sense that contribution based ESA makes any difference to the award of the premium to live on?

It confirms that IR ESA Premiums are payable during The ESA Assessment Phase.
