As far as I am aware It won't have any effect on Decisions that have already been made, appeals that are still pending and rely on this UTT Decision will be held until the DWP's appeal is resolved.

Not at all.
It is perfectly possible to score 10 points from Descriptor (e) due to mental health issues for a standard award.
A Standard or even an Enhanced award is possible if you also have problems with walking and therefore score for both the Going Out activity and the Moving Around one.
I won't hide the fact that an Enhanced award purely due to mental health issues will be very difficult but the DWP say that it is still possible, just not due to psychological distress and remembering that Descriptor (f) (and (d)) are about navigation or the following of a route.
