At the end of the day however much claimants try and prepare (and of course they should do that) - there is a huge element of luck on the assessor a claimant gets - so for some it's going to be fine to say I can't remember because the details of why they might not are already on the form and for others it won't be. That's one of the unfair aspects of the system.
