You can't suddenly say that someone will speak for you for a PIP phone assessment. They have to be an official appointee agreed to by the DWP.
There's a process to follow for someone to become an appointee. Once they are in place an appointee can speak on behalf of a claimant for an assessment. www.gov.uk/become-appointee-for-someone-claiming-benefits
