Yes, WFI's can be deferred, carried out over the phone or even in one's home in very rare circumstances.
However, all these options are purely at the discretion of The JCP Adviser, and are not a given right.
To gain access to The SG citing "Substantial Risk " with respect to ESA Reg 35, one would have to appeal The WRAG award and provide evidence that there would be substantial risk to one's self or another person if you were made to comply with WFI's & WRA.
