yes you're right but you think it would be safe enough with first class recorded signed for so today l phoned atos and they said that form was received today 17th oct

It has to be your choice but sending documents to a DWP office by First Class Recorded Delivery is in no way as secure as sending by Next Day Special Delivery before 1.00pm.
