The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    This whole idea is absolutely horrendous, where in these modern times where rich countries like the United Kingdom are attempting to treat their vulnerable citizens like second class citizens and stripping away what ever dignity we have left by a patronising nasty voucher scheme proposal.
    I am so tired of the rehtoric that tries to always pin sick people being the drain on the country etc etc. The money is a drop in the ocean to the tax breaks they give big business etc etc.

    What's the point in vouchers anyway. I rely on taxis to get myself to see my family members, hospital appointments. I barely have a social calender, I would have absolutely zero social and family life if these vouchers happen. I have my shopping delivered, my electric bill every month is £164. Life is hard enough..

    It shouldn't be hard but Starmer Reeves & Kendall have already shown for them it's all about employment. They all forget #PIP isn't an 'Out of work benefit' ..it's to cover extra costs incurred with being disabled. That's why the voucher scheme won't work. It needs scrapping

    How do the vouchers work for those with mental health issues
    All I see is vouchers to "help" physical things. Mental health doesn't need aids from a catalogue. We need all day electric. We need a carer to come in and cook or make sure we take our medication for example. 
    We need hot water on more often because we can't guarantee we will be ready for a bath between 8am and 10am which you are supposed to put on timers to help reduce cost of living
    £100 a week barely covers the extra costs needed on a daily basis!
    Please note I'm not belittling those with physical difficulties but I just wanted to have it looked at with mental health too. Pip only started including mental health as a disability in 2016. 
    This is an absolute joke!

      @Tracey Is a voucher going to buy me a second hand car for my mobility needs ?

      Also is it going to pay a painter decorator to paint my house, and to pay for a gardener to come in and do the gardening, not alone an handyman at times too.  Or having someone do the cooking and housework.

      It's obvious the Tories did not think any of this through ! or did they ?  And Labours silence on the whole matter is coming across  extremely suspicious and very negative, and looking as if not in claimants favour of keeping their cash payments at all.

      Guess we will all find out either on the 22nd July or shortly afterwards.  The question begs, Will the Reds turn Blue ?

      @Tracey Thank you yes. We need help too. And our needs are all so different. How is a mobility aid going to help my ptsd/cptsd and other mental health issues? They just don't care.

    This is making us 2nd class citizens it is not right unfair and degrading ...I use mine to pay for taxis as we have no buses here to pay cleaned and help with heating and dietary cost as I have diabetes ...please stop insulting and degrading people who worked paid into system and need help now ...do you think we ask to be ill ..we don't ....it's always disabled or pensioners that are picked out ...just stop it now ....

    I am not for the vouchers. I am not saying i am against the vouchers.Because I have a severe long term health conditions. Without PIP I won't be able to pay for my needs that I have been paying for. I am unable to work at the moment, i am still trying to recover I am eager to work and do a job. But due to my mental health condition I am deprived of it.

    If the government put more effort into NHS mental health services then maybe more people would receive the help they need, then maybe less people would be claiming PIP! Next time I visit the hosp I'll ask how much in vouchers do I need to see a physiatrist! Reminds me of the old Luncheon Vouchers!

    without pip I wouldn't be able to get the help I need for my housework and mowing my garden... plus the myriad of things I am forever grateful of being able to have !!  seems like  they just want us all to pop our clogs 🤬🤷‍♀️

    This situation as a disabled woman with numerous physical and mental health problems is terrifying. Why is it deemed natural or acceptable to push the most vulnerable further out of touch with life and let us struggle more than we already do? Living day to day with problems ranging from a severe form of personality disorder,fibromyalgia and severe bladder incontinence with numerous arthritic joints,problems with my blood and excruciatingly painful migraines is a HELL I could not express if I tried. Why ostracise us from society more than we already feel,do we not deserve to be treated like you are? I am so scared for the future and I hope by some small miracle they consider how much damage these draconian reforms are going  to cause for all of us who depend on this money.

    I was told to apply for pip by the hospital after having a serious nervous break down over 2 years ago.
    Prior to that I had been dealing with severe mental health issues,following the death of my partner in 2015.
    When I was awarded pip it was life changing moment because overnight I was given food security, overnight I no longer had to worry about having enough money to heat my home,I could buy new clothes,buy some carpet for my bedroom,pay my council tax,and save money for my funeral.iam so grateful for what the benefits have down for me after losing my partner,especially pip...
    And to think this security is likely to change doesn't bear thinking about...

    I don't want vouchers how will I get taxis as all big super markets are out of town .. or get to my appointments I will be stuck in doors all the time couldn't even be able to go to church it will  be total isolation

    Without PIP I would not be able to contribute to my PA/carer 's wages or my cleaners.The rest goes on my high heating costs , nutritional supplements and meals, transportation costs /mobility scooter and electric wheelchair plus I have to pay for the dentist etc as I'm not quite eligible for pension credit.

    It took me 5 years to fight pip and get the amount I was supposed to get, 5 years of gas lighting me at a time I was recovering from a brain injury (still am but no where near as bad) when I was unable to fight for myself. 

    I can barely keep enough of a routine to wash, eat everyday or remember what I need from the shop. Vouchers would really fuck this up further. 

    Iv been on the correct amount of pip for maybe 4 months and now I'm being told it might not exist soon... Want to know a better way to save money don't force disabled people to have to fight for there benifits. 

    Make assessments fair or even just have a Dr be able to a ok it.
