The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    Assuming Labour do decide to implement some of the proposed changes to PIP (eligibility, means testing, receipt based benefit - I don't think they will go for vouchers due to administrative nightmare this will cause), would this require primary legislation? If so, that would take time (with all the other bills likely to be announced tomorrow at the State Opening of Parliament). I am sure that disability charities would mount a combined Judicial Review under the Equality Act, probably all the way to the Supreme Court.

    If, however, Labour choose to make changes via the Budget, ie a money bill, then this would be more difficult to challenge due to the 1911 Parliament Act whereby the House of Lords cannot veto a money bill. I suspect that our attention should be focused on Reeves rather than Kendall.

    My husband has pip this helps him to have some freedom, as he can't go out if someone is not with him. I'm his primary care but work 3 days so we can pay mortgage  and our two sons who are in education work after college, leaving his 90 year old mum to help us while working. If pip goes to vouchers how do we pay  bills and carrying on being able  take my husband out.my husband worked since leaving shool with his disability until he took ill and now is unable to.

    Why don't you just euthanized us all, because that is exactly what you are doing in a manner of speaking.it is frightening just what could happen if this system is passed.  I dread to think.   Go ahead put more shame on us, it's hard enough being ill and disabled, trying to stay independent and afloat as much as possible, and keep our dignity. Not all of us have savings we can fall back on, and rely desperately on our PIP to live and support our disabilities,  in every way we can. To help us. God knows I have worked over 40 years. For the medical profession body and soul. Is this the reward? I would happily swap a week of my life with any one of your government officials and watch you cope,  on vouchers let alone as we all do now to the best of our ability. I personally would hate the very idea of having to go for my shopping etc and have the embarrassment of having to say sorry but I have a voucher in front of the world and his wife, how humiliating, being punished for being sick and disabled. Treated like pariahs, Labour I am totally dissapointed in you, where are the days when you cared for the vulnerable, elderly, sick, ..  I am 72 and quite frankly what would be the point of living like this  just more difficulties and humiliation  on top of what we already have to cope with. OK rant over.

    Without Personal Independence Payments, I won’t be able to continue to afford the following:

    Gym membership which is essential for my overall general health and also to maintain strength in an arthritic knee.

    Broadband essential for accessible communication, access to services and online support groups.

    Personal computer and screen reading software maintenance agreement.

    Smartphone with its built in screen reading software essential for accessible communication, access to services, verifying online accounts and appointments, managing payments and getting directions.

    Subscriptions to assistive technologies which require online accounts and smartphone applications.

    Regular use of public transport other than local bus.

    Supermarket delivery service because without broadband and the use of taxis, food shopping will become extremely difficult as my carer doesn’t drive.

    Essential kitchen appliances.

    Insurance policies.

    Cost of living

    Without PIP, I will have no personal independence which will inevitably impact my well being.

    I have multiple sclerosis and my m.s is getting worse I've had it for 28 years, my mobility is getting a lot worse, I'm very weak my muscles in my legs are going, I've got arthritis in my hips , I'm finding it difficult to walk without assistance,  my balance is awful. The money I get from pip gives me freedom and It's the only income that I've got, vouchers will not help me and I think a lot of other disabled people would agree .

    Disgraceful if they take away needed payments and replace with the alternative options system as proposed.  It is going to be a disaster as with most things it takes time to implement change.  

    Unfortunately most of us rely on the PIP payments to cover our essential household and other costs which are deemed necessary to allow us to have somewhat of an independent life. 

    People will fall into more poverty if payments are replaced with money free options.  There is already massive failures in the DWP leading to people ending their lives or dying as a result of the gross errors of the DWP. 

    I appreciate that there will be a small number abusing the system but catch them out and deal with the matter instead of treating us all like criminals.

    The consultation has been written in a way to confuse everyone, just straight forward questions are all that is needed. Government consultations are always written to confuse us mere mortals so they can twist the answers to suit the governments plans. Anyway I see the government has developed a new fuel for our cars called the voucher, is it ULEZ compliant.

    It is absolutely ridiculous idea talk about taking people's rite to go get what they need with there pip payments plus I think it would also be embarrassing for some people to be using vouchers

    We should all ask why does the government fund plus 3BN per year in state benefits to wealthy landowners and farmers to maintain their wealthy lifestyles? The more land you own the more state benefits they receive.  That is in addition to other state benefit grants and benefits via the tax system these wealthy people receive. Labour and all political parties are silent on this issue, as members within each party claim these state benefits ie who sit in house of commons and House of ,Lords. 

    Easy to persecute people on pip ie personal independence payment for vulnerable people whilst funding the rich.

    Is there taxi vouchers electric vouchers gas vouchers because your at home more mobility scooter repair vouchers vouchers for cleaning services to do the house  cleaning for you dry cleaners to pick up your washing and return it ironed podiatry cut your nails hair dresser to come to you can go on but you get the just

    Nobody wants to talk about why so many people are claiming pip, there is a mental health crisis in Britain among more younger people.

    Something has happened within the last couple of years for this to happen, I personally think it's the Lockdowns which has massively impacted them, many have locked themselves down to this day.

    There needs to be focused help to these people in order to help them get back on their feet, work placements, community gatherings to socialize, apprenticeships. 

    Yes the welfare bill is going up but tough love out of the ark will result in deaths, look to your politicians as to why the money well is drying up, it's not the fault of the long term ill or impaired/disabled.

    My wife is blind and I have fnd dystonia cognitive impairment fibromyalgia and a lot more we use pip for taxis as my wife can't see and I'm probed to getting lost even in my own area we also use it for gas and electric as I have to stay warm and obviously my wife needs to be able see a pay a friend to cook for us we pay for the food with rent going up it helps with the top up on my rent this is ridiculous changing it to vouchers do people not realise it's not just about equipment it's also about other bills and helps get around
