The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

You can find out more about the changes to PIP and how to take part in the consultation here.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness.

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

I'm going to kill myself if vouchers happen. I've got nothing else. No one will miss me, no one will notice. If you take away cash payments I'll have to get rid of my cat and then I will be completely alone. I can't take it. I will kill myself. The government will have killed me.

@. I agree how are we suppose to live a normal as possible life ,I have a decompression of the spine, cptsd, fybromyalgia, asthma, anxiety and depression,,eye sight problems, white lesions on the  brain,I struggle at the best of time,My husband is my carer and I am in receipt of enhanced  Pip,I  don't go out unless my husband takes me to doctors or shopping  I then only sit in the car as I don't  like crowds ,we use the mobility side of Pip for car as I class it as my safe space when I go out,The house is obviously my main  safe space, vochures are no good,I use my Pip for food shop, private ladies items as I suffer incontinence aswell, and also I got a support dog so I buy his food with it,pay for other things I buy to keep me as sane and  safe as I can ,and home entertainment package with my t.v as I  love documentary, I also buy top up vitamins to help for nerves, Having our Pip as money gives us at least some form of independence as how we live our lives,I never asked to become disabled and I certainly don't want anybody else living  my life for me by limiting me to vouchers that say what we can and can't use them for,I certainly too would be sooner dead,
Maybe that's the idea of the government's get rid of all us useless disabled  people who can't do nothing for themselves, They can then have bigger bonuses for all the money they save,No government will ever support the poor or disabled, they clearly see us as a drain on society.Well I'm so sorry for being the way I am as I said I  never asked to be this way and perhaps if you knew the full extent of how I ended up this way you just might be a little more sensitive towards me and other poor disabled people.

Have my shopping delivered as I can grip any thing. As asked my doctor on Monday will I ever feel bk to normal she aid a transplant not a cure. I've had a blood clots on my lung. So now I have canceling.  Vouchers won't be good for me.

Absolute disgrace...many people receiving pip do so as  their disability either stops them from working, or severely limits the work they can do. Because of this, they have little or no paid income and this money is essential to pay their everyday bills . How is a voucher or home adjustment going to help pay the electric/ gas/ water/ council tax / food bills etc ?

Disgusting!!! Why do we deserve to be humiliated in this way??  Why should what little independence we have, the choice of how we manage the little money we receive.   Be taken away from us, treated less than human, a naughty child, someone who doesn't have any dignity???

There just has to be a better way!!!

I really struggle with day to day tasks, due to having a weak right side due to a brain tumour I had removed in 2013...I shake because of the weakness... the removal of the brain tumour was left frontal lobe and I'm right handed so my dominant side don't  work properly my husband is my carer he has to tend to my toilet needs dressing showering...disabled people really struggle and with the cost of living... bills etc VOUCHERS WON'T CUT IT ...taking the cash away is taking their independence away and what independence they do have is limited there is not enough help for the disabled...the government need to think about this before it's to late or we could have disabled people ending up on the streets.

vouchers absolute madness..hows that ment to work..cant pay a taxi driver a voucher for example..i worked since i was 12 and payed many of taxes and after becoing so ill im no longer able too..i already feel like everyday is already a physical mental and emotional challenge and i struggle to cope with feeling like a burden and not being able to work or live a slighlty normal life because of my condtions as it is...i feel like there trying to kill off the disabled and vulnerable people of this country...and making taxpayers lives harder by rising up the price of living and then convincing taxpayers that we are the reason and spend all they're money..y not stop the extra allowances that mp's get on top of a 91.000 annual wage just for showing up and walking straight bk out of parliment and to be able to have a second accommodation to live closer to there work..when there are so many homeless people..that could help with budgeting costs too..just saying..but as always in this country the richer get richer and the poorer get poorer 😡😡😡😡

I think it would be fairer to make PIP means tested, rather than introduce the voucher scheme.  It would save much more money and prevent a lot of claims being made by those who don't need it.  That has got to be a much fairer way hasn't it?

@A EDWARDS like when you buy your own home only to have to give it to them so that you can pay for your care home and also pay for others to stay in care homes who don't have a home to sell

      @A EDWARDS
Totally agree, one works all one's life, scrimps and saves to be able to put savings aside for emergencies, including one's funeral, etc and now the government want to rob us. What doe's this come under? conning or scamming disabled people, it's not even cunning, it's blatant.

@Debbie No it isn't,any savings over £6000 and you start to lose it, wouldn't be long b4 all your savings were gone, some of us and our partners have worked hard to get savings security, why is it fair to then lose it all?
